Oh, and I kinda thought of Billy's "good with people" as being a militaristic/manipulative "good at getting people to do what you want."

Yeah, I picked up on that. I figured his latent guilt might make him want to care for them, but it is probably just as likely to make him want to push them away or pretend they aren't there; aren't really people.
