Yes, it can be seen both ways, I agree. I had something specific in mind, but I won't tell you unless you want me to. :)
Rimmer needs rules and structure, I think. Much more so than Lister. So yes, I do think he does it in part to try to make things better. He's not just trying to annoy Lister. That's a bonus. ;) It could be argued that Lister doesn't need structure or rules at all, but what Lister needs is something to distract his wandering mind. And Rimmer is great for that.
